THE PLAZA OF THE RIGA STATION IN MOSCOW HAS HOSTED THE PRESENTATION OF THE FIRE TRAIN OF A NEW GENERATION On the 29th of August 2011 the Plaza of the Riga station in Moscow has hosted the presentation of the fire train of a new generation. The starting ceremony of the innovative train was attended by Alexander Chupriyan, the Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Management (MES of Russia), Vladimir Chepets, the deputy head of Roszheldor, Vladimir Yakunin, the president of the "RZHD" OJSC and by Vladimir Vetrov, the Director General of the Federal State Enterprise “Departmental Security Service of Railroad Transport of the Russian Federation”.

Discussion of the issue «On the development of container and piggy-back transportations» On the 16th of June 2011 the Head of Roszheldor Gennady Petrakov has attended the meeting of the Transport Committee of the State Duma on the issue of «The development of container and piggyback transportations». Among the participants of the discussion were the members of the State Duma, the representatives of the Russian Mintrans, the RF Federal Antimonopoly Service, the Rostransnadzor, the «RZHD» OJSC and the heads of the transport companies and transport guilds.

Brief Overview

The Federal Agency for Railway Transport (Roszheldor) was founded in 2004.

That year will remain in the history of Russia’s railways – if only because the industry’s staff and clients had to abandon the old-standing, familiar acronym MPS (Ministerstvo Putei Soobscheniya, Communication Lines Ministry). An era was over – the period when the railway transport was commonly referred to as “a state within a state”.

Now the country needed communication lines for real, not just in the name of the ministry: Russia’s growing economy required an integrated transport system matching advanced, modern standards; a system which wouldn’t put pressure on the economy, would be accessible and convenient to individuals, manufacturers and consumers alike.

 

Government management of the railway transport is a three-tier system. The Ministry of Transport shapes the national policy and develops legislation which serves as a framework for railway transport and the whole transport complex. The Federal Service for the Oversight of Transport, obviously, oversees the running of the system, particularly transport safety and security. The Federal Agency for Railway Transport’s main objective is implementing the national railway transport policy.

 

Increasing the quality of service, reducing transportation costs, increasing Russian railways’ competitiveness on the international transport services market won’t be possible without making significant investments into the infrastructure, and upgrading the hardware. Capital is needed – with investors competing with each other for a chance to invest into the railway complex. It’s no chance that the fundamental goal of reforming the railway system is promoting investments. Accordingly, a major objective here is to complete all the steps required to enable the Agency to perform the full range of its responsibilities as specified in the Statute, and divide the responsibilities for implementing the national policy.

 

To ensure efficient operation of the Agency, the Council was established, which coordinates the executives and the management of the Agency, its regional offices and enterprises under its control. To involve railway enterprises, customers and other interested parties in the policy-making process (preparing proposals and recommendations for the national railway transport policy), the Public Council of the Federal Agency for Railway Transport was formed.
