The Agency’s responsibilities

As specified by the
RF Government Regulation
# 174 of 6 April, 2004

(as amended on 22 April, 2009)

 

In accordance with the RF Presidential Decree # 314 of 9 March, 2004 “On the System and Structure of the Federal Executive Authorities”, the Government of the Russian Federation hereby establishes:

1. The Federal Agency for Railway Transport is a federal executive authority which provides public services, manages public property in the railway transport sphere, and is responsible for transport safety and security in the sector.

2. The Federal Agency for Railway Transport reports to the RF Ministry of Transport.

3. The Federal Agency for Railway Transport operates directly, and through its regional offices.

4. The Federal Agency for Railway Transport has the following main responsibilities:
 

a) acting as public coordinator responsible for implementation of federal targeted programmes in the railway transport sphere, and the Federal Targeted Investment Programme;
b) issuing specific regulations for the railway transport sphere, based on and in accordance with the RF Constitution, RF federal constitutional laws, RF federal laws, decrees, orders and instructions by the RF President, the RF Government and the RF Ministry of Transport;
c) providing railway transport services to unspecified parties of social importance, in accordance with provisions of federal laws, including:

  • transportation of dangerous cargo;
  • ensuring that products and services match relevant requirements; accrediting testing laboratories (centres) and certification agencies;
  • protecting transport infrastructure and rolling stock from illegal interference.

In accordance with, and within the limits established by federal laws, acts by the RF President and the RF Government, the Agency acts as the owner of federal property required to carry out the responsibilities of federal executive authorities, including property handed over to federal state unitary enterprises, federal government enterprises and government bodies controlled by the Agency.

5. The Federal Agency for Railway Transport can have up to three Deputy Heads; up to five departments in charge of major areas of the Agency’s responsibilities; and regional offices.

6. The Federal Agency for Railway Transport’s head office staff should not exceed 140 employees (not counting building security and maintenance personnel); the total number of all regional offices’ staff should not exceed 394 (also not counting building security and maintenance personnel).

7. In accordance with the RF Ministry of Transport proposal, head office of the Federal Agency for Railway Transport will be located at 11, Staraya Basmannaya Street, Moscow.
